Initially known as Cheong Meng Industrial Work (CMIW), the fledging company was located at a site on Jalan Cheras in Kuala Lumpur, where a staff of ten manufactured shoe and shirt boxes from recycled paper. Subsequently CMIW extended its operations to include the manufacturing of corrugated carton products when a series of converting machines were installed on the company's new 10,000 sq. ft. premises at Kampung Cheras Baru in 1979.
 
Ten years later a 67,200 sq. ft. factory, office and warehouse complex was built under the Cheong meng Paper Boxes Mfg. (M) Sdn Bhd (CMPB) name on a three-acre site on the Kampung Jaya Industrial Area in Sungai Buloh, to house a modern full-line corrugator and converting machines. As a result of this rationalisation, the Cheong Meng Group realised its plan to become a major force in the Malaysian packaging industry, offering its expanding international client base a wide range of sophisticated design and packaging solutions.
 
Today, the Group has continued to extend its operations, more than tripling its output capacity following the set-up of a 200,000 sq.ft. factory on a 6.6 acre site at Nilai under the Corrugated Offset Packaging (M) Sdn Bhd (COP) name.

The COP factory currently features some of the most modern high-capacity corrugating, converting and printing equipment of its kind in the country as part of the Group's strategic plan, which also includes a proposed new 100,000 sq. ft. facility on a 3.5 acre site in Sungai Buloh, plus expansion into specialist export and upstream diversification into paper mill technology.
